Climate change induced weather extremes lead to unpredictable water supplies. Dry years reduce snow pack and imported water available for us. Wet years flood the ground and our stormwater and wastewater capture systems leading to potentially contaminated water. A secure water supply requires long-term planning and diversified water sources. I support desalination as ONE part of the water diversification portfolio. The local desalination plant is undergoing multimillion dollar renovations to reduce harm to the environment. There is still progress to be made in the the energy expenditure required to desalinate water. You can count on me to continue asking inconvenient questions to push for more environmentally neutral desalination and pushing for more water diversification.

The water industry, like other utilities, is facing a wave of retiring workers. These workers are highly skilled and many of them have been in their respective utilities for many years accumulating institutional knowledge, relationships and know how that benefits the utility and its customers. Vallecitos Water District is also facing this
The water industry, like other utilities, is facing a wave of retiring workers. These workers are highly skilled and many of them have been in their respective utilities for many years accumulating institutional knowledge, relationships and know how that benefits the utility and its customers. Vallecitos Water District is also facing this challenge. Jobs within the water sector are high-road positions often requiring a high-school or associates degree. They pay well and typically have a retirement pension. However, jobs in water aren't typically top of mind for students because water and sewer operations are typically seamless. For this reason, I have focused efforts to #BuildthePeoplePipeline by establishing partnerships in the community and develop programming with Palomar College, CSUSM, and SMUSD, facilitating jobs and continued education for our local youth. I will continue to build and expand these efforts to backfill our workforce so that the next generation can live, work, and thrive in San Marcos.

A large part of Board governance involves prioritizing limited resources to maintain, build, and move water and waste for our customers. The revenue streams rely heavily on water sales and proceeds from capacity fees. A large part of Board governance involves prioritizing limited resources to maintain, build, and move water and waste for our customers. The revenue streams rely heavily on water sales and proceeds from capacity fees. We now have our capacity fees aligned and fair after years of inattention by previous board members who received developer campaign contributions. The ongoing challenges of our district require continued maintenance of existing infrastructure and strategic spending for new infrastructure, growth, and the rising costs of water. The issue is that our 21st century fiscal operations are based on mid-20th-century assumptions. Retail water district (like VWD) fiscal operations cannot continue to be based on water sales. I will continue to push staff and my Board colleagues to develop creative revenue strategies that decrease our dependence on water sales to make ends meet. Doing so will insulate our customers from the domino effect of seeing their water rate increase commensurate with the cost VWD pays to purchase water. I am proud to have been part of the sitting Board that oversaw investments and changes resulting in a Aaa rating by Moody's. This enables more flexibility in our borrowing when necessary and is an objective validation of sound fiscal stewardship.
